JBER Community Relations

Collage of various community relations photos The purpose of community relations is to run active community relations programs to enhance morale, public trust, and support and to demonstrate that the Air Force is a community partner and a responsible steward of National resources.

Objectives include:

· Increase public awareness and understanding of the armed forces and the mission, policies, and programs of the Air Force.

· Support Air Force recruiting by inspiring patriotism and encouraging young men and women to serve in the military.

· Maintain a reputation as a good neighbor as well as a respected, professional organization charged with part of the responsibility for national security.

Joint Base Elmendorf-Richardson offers tours the second Wednesday of each month, at 1:30 p.m.* Tours will take you to different parts of the installation, to include both Elmendorf and Richardson sides.

Space is limited.**  Please reserve your seat as soon as possible, at least 10 days before the scheduled tour date.  If interested in visiting JBER, please contact us via email at jber.pa@us.af.mil or phone at 907-552-4659 or 907-552-2517.

Base Access FAQs

tabStatic Request 
Arctic Thunder Open HouseRequests for aircraft static displays will only be considered for the following:
  • Air shows
  • Airport events
  • Expositions, fairs and public events which contribute to the public knowledge of Armed Forces equipment and capabilities, including recruiting and ROTC events.
Complete Sections I - III and V - VII of DD FORM 2535, Section IV is not applicable when requesting static displays only. Send your request via email to jber.pa@us.af.mil or fax to 907-552-5111. 

Requests received less than 60 days before the event decreases the possibility of approval, due to inadequate time for coordination.

Please keep in mind, military missions and training take priority.
tabRequest for Support 
Military working dogs at an ice rinkThe military belongs to the American people. Common ownership dictates Department of Defense resources be committed to supporting events and activities of mutual interest and benefit. However, limitations of time and money make it impossible to grant all requests. DoD and its subordinate agencies cannot do for one what it cannot do for all.

DoD policy prohibits:
  • Endorsing and/or appearing to endorse a specific organization, product, or commercial service.
  • Using military resources when such assets are reasonably available from commercial sources and where such support would be, in fact, perceived as unfair competition.
  • Using military resources/personnel to increase sales, business traffic, or attendance.
  • Using personnel outside military bases to act as guards, parking lot attendants, runners, messengers, or baggage handlers.
  • Active-duty military participation in fund-raising activities, excluding the Combined Federal Campaign and military relief societies.
Additional policies and guidelines may apply.

For events which meet DoD support requirements, fill out a Support Request Form, DD Form 2536, and submit it to jber.pa@us.af.mil or fax: 907-552-5111. If you are not contacted about your request within 2 business days, call 907-552-4659.

Please be aware, even though a request may be approved, the support can be canceled at any time in order to meet military mission requirements.

JBER logoAs a good neighbor, Joint Base Elmendorf-Richardson is committed to developing, promoting and maintaining positive and productive relations with key opinion and community partner leaders in the surrounding Anchorage, Matanuska-Susitna and Kenai area communities.

This program's objective is to provide these community leaders greater exposure to the JBER missions and roles the Air Force and Army play in supporting the nation's defense. tabHonor Guard/Color Guard Request 
Service members transport a casketTo start the request process for an Air Force Color Guard or Honor Guard fill out DD Form 2536, Request for Armed Forces Participation in Public Events form and email it to jber.pa@us.af.mil. If you are not contacted about your request within 2 business days, call 907-552-0007.

If you are requesting an Army Color Guard or Honor Guard call 384-2019.

If you are requesting a Joint-Service Color Guard call 552-7587.

If you are requesting Joint color guard presents flagsa color guard or honor guard for an event that is political, not opened to the public, or is for a controversial organization, aside from funerals and memorials, the request will not be approved.

Please be aware, although a request may be approved, the support can be called off at any time if other top priorities come up at the last second. Examples are military/veteran funerals or memorials.
tabBand Request 
Band of the PacificTo request the U.S. Army Alaska's 9th Army Band, call    907-384-2019.



The Alaska Detachment of the Band of the Pacific which was located at JBER, deactivated on October 1,  2013. All Band of the Pacific band operations stopped June 1, 2013.

The remaining two locations of the Pacific Air Force Band include a unit stationed at Yokota Air Base, Tokyo, Japan and one operations detachment stationed at Joint Base Pearl Harbor-Hickam, Honolulu, Hawaii.

All requests and inquiries for Air Force Band of the Pacific support should be directed to the PACAF Band in Hawaii. Please contact the Director of Operations at (808) 448-0281; DSN 315-448-0281.
tabFlyover Request 
F-22Requests for flyovers will be considered only for the following:
  • Aviation-oriented events, examples being air shows, airport anniversaries or dedication events
  • Patriotic Observances, one day only, held in conjunction with Armed Forces Day, Memorial Day, Independence Day, POW/MIA Recognition Day, or Veterans Day, event must be within seven days of the actual holiday date to be considered.
  • The missing man formation is reserved only for funeral services in honor of active duty rated/designated aviators or dignitaries of the Federal Government or as determined by the Military Services.
  • Flyovers, are not to exceed four aircraft, and may be performed by operational or training aircraft as determined by the providing Military Service. Sponsors of events other than bona fide air shows are prohibited from scheduling more than one Service to conduct the flyover. Once a military organization confirms flyover support, sponsor must then notify any other military service requested, so they will not participate in the same event.
  • The Blue Angels and Thunderbirds do not perform flyovers. Requests for flyovers must be received for processing at least 90 days prior to the event for full consideration by the Services. Requests received closer than 30 days will not allow adequate planning for some organizations to support. Requests received 14 days or closer will not be considered.

At the top of the page click on "New Request" read through the guidelines and click "Create a New Request." Sections of DD FORM 2535 will begin to pop up.

Once the proper fields are filled out, a list of instructions will appear. Part of the instructions will ask to e-mail the form to the local FAA office. If the request is for the Anchorage and surrounding areas the contact is Robin Broom at Robin.Broomfield@faa.gov and cc Justin Fortenberry at Justin.Fortenberry@faa.gov.  To locate their nearest FAA office go to http://www.faa.gov/about/office_org/field_offices/fsdo/

The FAA is to forward the request back to DoD, in a casewhere  the requestor has the form returned to them they are to fax the form back to (703) 693-9601.
